Triple Helix Twins: A Framework for Achieving Innovation and UN Sustainable Development Goals

This study invents a Triple Helix of university-public-government for sustainable development, as complement to the university-industry-government innovation. Twinning two retains dynamic properties tertius gaudens in framework which addresses environment, resource protection, social change and equality issues. Adding risk space raising “Triple Spaces” concept world level are also proposed methodology fulfill related Sustainable Development Goals (SDGs) through joint projects transcending national borders. A project collaborative region development advanced solar photovoltaics is then suggested an exemplar. Achieving UN SDGs requires education institutions, governments, non-government organizations individuals commit collaborations, adopting dynamically interacting triple helices unite innovative development. Debate over expanding model has focused on whether fourth fifth helix might improve or disrupt triadic model. Although four-actor system far away from satisfaction, expanded required incorporate critical issues reconciling Harnessed together, twins provide attainment.
